Community Based Waiver Program Receives First Budgeted Increase in Funding
Since 2001
In the
recently completed state budget battles, despite the state’s extreme fiscal
challenges, the MiChoice Home and Community Based Waiver Program received a
budget increase for the first time since
2001. Under the FY ’08 budget, the
MiChoice program will receive $123.8 million, an increase of $23.8 million over
the FY ’07 budget and of more than $5 million over actual spending on the
program during the last fiscal year. In
addition, a separate line item allocated $11 million for the Money Follows the
Person federal initiative which will assist additional individuals who wish to
transition from nursing homes to the
MiChoice program. Despite the increased appropriation, nursing home funding
still dwarfs funding for the MiChoice program.
In addition, substantially more
funding is required to serve the approximately 4,000 people now on the MiChoice
waiting list, increase the average per diem funding for MiChoice recipients to
more appropriately meet their needs, and
cover the rising costs all health care related programs are experiencing.
